PPWR enters into force today
Today, it's 18 months since the PPWR entered into force, but only today, the 12th of August 2026, do the rules start to take effect.
PPWR will be implemented gradually all the way until 2040, when the last requirements take effect. Companies must therefore prepare for ongoing changes and implementation over the next many years. We will continuously hold webinars and update our members about these changes. See the timeline below for an overview of important points.
The following apply from today:
Definitions (and roles)
Definitions of among others packaging, producer, manufacturer etc. are harmonised across the EU. With PPWR, the manufacturer and producer are clearly distinct roles, where the manufacturer is responsible for compliance and documentation, while the producer has responsibility for registration, reporting, and waste management via producer responsibility organisation (PRO). Therefore, it is crucial that companies map out the role they will assume under the new regulations.
PFAS limit values
PPWR establishes specific limit values for PFAS in food packaging, which apply to the entire packaging unit. The introduction of such limit values is new in DK and applies to all material types.
Documentation
In the future, the manufacturer will be responsible for ensuring compliance with sustainability requirements. Before manufacturers market packaging, they must ensure that the packaging is identifiable (ID number) and prepare technical documentation and a declaration of conformity that demonstrates the packaging's compliance.
Reuse
Do you have or use reusable packaging? Then you need to be aware of new requirements for participation in active reuse systems (open and closed) as well as new harmonised criteria for what a reusable packaging must be able to do.
Refilling
New obligations will be imposed on companies that engage in refilling, which must be adhered to. This includes requirements for information on refilling to customers as well as requirements for refilling stations.

PPWR guide and template for declaration of conformity
VANA has prepared a guide that provides more knowledge about the requirements – both those that apply now and here, as well as those that will come into force later. In addition, we have prepared a template for Declaration of Conformity, which our members have the opportunity to download.
