Political agreement on the framework for producer responsibility for packaging in place

A political agreement has now been reached regarding the framework for the producer responsibility for packaging. The agreement has been reached after months of debate about the reasonableness of the prices and fees that companies must pay for the handling of their packaging waste from October 1st, 2025, when the producer responsibility enters into force in practical terms.
At VANA, we are in the process of carefully reviewing the agreement. Because with the agreement, the framework for the promised price adjustment of VANA's base prices for Q4 2025 is also in place. And that means we can announce new lower prices to our members in a short time, as all VANA members have already been informed by email.
The main points of the political agreement

The producer fee will be reduced so that it amounts to a maximum of 1.2 billion DKK.

The fee is divided into four installments of 250 million DKK leading up to October 1st, 2026, along with an additional charge of up to 200 million DKK spread over four years.

The municipalities' liquidity will be secured through a loan fund, so they are not negatively affected by the changes.

The volume-based packaging tax will be abolished in 2026 and 2027 – a total relief of up to 250 million DKK for businesses.

A study will be initiated on how neighboring countries organise the producer responsibility and what Denmark can learn from this.

The rules will be changed so that all municipalities use the same calculation method – for greater transparency and more reasonable prices.

Administrative costs for The Danish Environmental Protection Agency and Dansk Producentansvar (DPA) will be reviewed with a view to efficiency improvements.

Measures against "free riders" – businesses that do not register and thus avoid payment, so the bill does not end up with the law-abiding producers.
