Update to the guidelines on eco-modulation

The update of the guidelines took place on August 25th.
The Environmental Protection Agency (EPA) has updated the guidelines on eco-modulation (determining and calculating eco-modulated fees) to make it more comprehensible and has given it a graphical enhancement. The main changes are:
- a new section that provides an in-depth explanation of the design criteria
- a new section about the design criterion concerning recycled content of plastic
- a new section on documentation
- a new section on the use of testing, including documentation of separate components with and without testing requirements as well as NIR-sortable.
