Guidance and FAQ for the PPWR published

Just before Easter, the European Commission published new guidance on the PPWR, together with an extensive FAQ. The material provides answers to a number of the questions that our members and other stakeholders have raised over the past year.

The guidance is an important step for those of you currently working to understand and prepare for the new requirements before the regulation enters into force on 12 August 2026. Read more about the PPWR.

The guidance provides, among other things, further clarification on:

  • what is packaging - and what is not
  • the difference between manufacturer and producer
  • requirements for recyclability
  • rules on reuse and national specific requirements

Clarifying roles and responsibilities in the value chain is particularly important. The European Commission emphasises that manufacturer and producer are two different concepts, each with its own legal purpose in the regulation. This means that manufacturer and producer are not necessarily the same actor. Therefore, you should review your value chains thoroughly to ensure that responsibility, documentation and obligations are placed correctly.

Although the guidance is not legally binding, it provides an important indication of how the rules are expected to be interpreted and enforced in practice.
