Allocation of municipalities to the producer responsibility organisation (PRO)

VANA follows the packaging waste throughout its journey - also in your municipality!
Dansk Producentansvar (DPA) calculates every other year how the quantities of packaging waste should be allocated among the companies, and thereby which municipalities and packaging fractions the producer responsibility organisations (PROs) are assigned. The allocation takes into account market shares, and VANA has, as the country's largest PRO, been assigned one or more packaging fractions in all of the country's 98 municipalities.
Since this is the first time the allocation in the packaging area is taking place, the allocation is based on the expected available quantities that the companies had registered by October 15, 2024. The allocation is valid from October 1, 2025, to December 31, 2026.

DPA will publish the allocation for 2027 based on actual available quantities in October 2026. In this allocation, there will be a subsequent adjustment among the PROs, which will account for the fact that the allocated quantities corresponded to the actual quantities of packaging waste in the previous allocation period.
This means that if a PRO was allocated too few kilos of packaging waste to pay for (municipalities) in the first allocation period, it will be adjusted in the next period, where the quantities will count double.

Calculation of Allocation
In order to calculate the share of the collective scheme for the various packaging fractions, the collective scheme reports the marketed and collected quantities per material category to DPA every year – on behalf of the producers. DPA assigns responsibility for municipalities to the various collective schemes. The calculations are based on the most recently reported quantities.
Companies with quantities below 8 tons annually report collectively and not by material categories. Therefore, these quantities are not included in the allocation, which creates unfair competitive conditions, which VANA of course follows up on with the authorities.
Post-regulation regarding over/under collection
If a collective scheme has collected more than its calculated market share, that quantity is deducted from the collective scheme's market share in the following period. Conversely, a collective scheme that has collected less than its market share will have the missing quantity added in the subsequent allocation period.
New Producers and Collective Schemes Between Two Allocation Periods
DPA does not allocate quantities between two allocation periods. This means that if new producers or collective schemes come in between two periods, the collective scheme (on behalf of the producers they represent) in the next period will be allocated the quantities for both the previous and upcoming allocation period.
The calculation for both the previous and upcoming period is based on the producer's realized marketed quantities from the most recent reporting year. Therefore, these quantities are included in the calculation twice.
