VANA warns against rising costs and lack of clarity in the draft amendment to the statutory order on packaging

VANA has submitted a consultation response to the draft amendment of the statutory order on packaging regarding maximum fees charged by the municipalities.

VANA supports the intention of a model that promotes efficient operations and greater uniformity in municipalities' cost levels, which the government promised in the autumn of 2025, but assesses that several elements in the draft will lead to increased costs.

VANA emphasises that there is a great need for rapid clarification in light of the ongoing government negotiations and the resulting uncertainty regarding entry into force on the 1st of July. At the same time, VANA points out that the draft statutory order, despite intentions of economic relief, in practice risks leading to rising costs for the business sector.

It's crucial that companies and the producer responsibility organisations are given clear and stable frameworks. As long as there remains uncertainty about the timetable, fee levels and the practical implementation, it becomes much harder to create the predictability that producers need. There is a risk that the regulation that was supposed to reduce the burdens will in practice result in both more administrative hassle and higher prices.
