Municipality allocation for 2027-2028 published
The new municipal allocation of packaging waste among producer responsibility organisations provides better conditions for the handling of packaging waste, but the calculation method still distorts the producers' collection responsibility. VANA has therefore complained to the Energy Agency and requested a revised allocation from Dansk Producentansvar that ensures a fair distribution of responsibility.
Dansk Producentansvar (DPA) has published the municipal allocation of packaging waste from households for 2027-2028. The allocation determines which municipalities and waste fractions the producer responsibility organisations must handle on behalf of their member companies.

For VANA, it is crucial that the allocation both supports a well-functioning waste management system and provides producers with equal conditions. The new allocation includes practical improvements, which we welcome. However, there are still significant challenges regarding the calculation of how large a collection responsibility each producer will have.
The calculation method creates unequal conditions
The current calculation method does not give all producers the same collection responsibility, thus distorting the competitive conditions.
In practice, the allocation calculations mean that late-registered producers are not assigned collection responsibility for the period 2025-2026. Many of them will also have their collection responsibility reduced by 50 percent in 2027-2028. This applies even though the producers are now registered and are paying into a producer responsibility organisation.
In VANA's view, this is not a fair distribution. Companies that have registered on time and taken responsibility should be able to expect that other producers meet the same requirements.
VANA addresses the challenges with the authorities
Therefore, VANA has complained to the Danish Energy Agency and requested a revised allocation. We are working towards a simpler and more transparent calculation model, so our members can trust that the collection responsibility is distributed on a fair basis.
The goal is a model that ensures equal conditions for producers while also supporting effective management of packaging waste.
Better cohesion in the management of packaging waste
DPA has, in the new allocation, to a greater extent grouped municipalities and waste companies with common transshipment facilities under one producer responsibility organisation per fraction. Combined collections, for example glass/metal and cardboard/paper, will also be more closely linked to the same producer responsibility organisation.
This results in fewer interfaces and a clearer distribution of responsibilities among municipalities, waste and utility companies, suppliers, and producer responsibility organisations. Thus, there will be better conditions for planning and coordinating the collection and management of the packaging waste that we are responsible for on behalf of our members.
Until a possible revised allocation is available, VANA will monitor the official allocation and ensure collection from all municipalities where we have been assigned packaging quantities.
